Waiting customers for bill payments are standing outside in open should be provided covered waiting area.(senior citizens waiting/standing in sunshine doesn't look good.)

They'll also deliberately not respond incoming calls at the number put up here (I doubt whether it's even the real number). Pathetic service run by people who think they're obliging us by doing the job they're paid for.
