इसमें असाक्षरों नव साक्षरों, स्कुल छोड़ने वाले, 5वी,8वी तक पढ़ाई करनेवाले, मूल रुप से ऐसी महिलाएं, तथा पुरुष जिनकी आयु 15-45 वर्ष के बीच हो, ये महिलाओं का वर्ग अनुसूचित जाति, अनुसूचित जनजाति, बी पी एल, अल्पसंख्यक, दिव्यांग का हो । संस्थान उनकी कौशल प्रशिक्षण से सम्बंधित आवश्यकता का मुल्याकंन करते हैं ,गरीब बस्तियों में रहने वाली महिलाओं के लिए कौशल विकास केन्द्र खोला जाता है

Institutes evaluate their need related to skill training, skill development center is opened for women living in poor settlements.
