You have two options to reach that point:
1. Go by your own vehicle, preferably by motor bike.
Or
2. Hiking, park your vehicle downwards at the local free parking area and start your trekking.
There is another point available here only for trekking purpose that will guide you to the summit.
The area is restricted zone, so you need to be careful about your photography.
Just enjoy the nature here, keep it clean and don't mess around.
One added advantage to visit Singarshi is the road journey, its mesmerizing. If you drive your own you can much enjoy the journey.
Nearby you have Amrapara park to visit to please your eyes with another landscape hill view with water streams passing through.
