★ ★ ★ ★ ★ The land records are maintained in the manner prescribed under Section 31 - 37 of Himachal Pradesh Land Revenue Act. Under this Act elaborate procedures for making the new records at the time of new settlement and their periodical updating have been laid down. The system of land administration is similar to a great extent to that in Punjab and is perhaps one of the best in the country.
The nodal officer for the state is the Director of Land Records.
In Himachal Pradesh, no separate Agency has been created to carry out the provisions of the Registration Act 1908. At the State Headquarter, no staff has been provided under the Registration Scheme. The Director of Land Records has assigned the work of Registration Agency to some of the staff members of his establishment.
No Permanent establishment for the offices of Registrars and Sub-Registrars has been provided. Generally the Readers of the Deputy Commissioners have been assigned the work of Head Registration Clerks at Distt. Headquarters. As such, the clerks of the cadre of the district establishment have temporarily been provided to Sub-Registrars as Registration Clerks.
An important measure of Land Reforms has been to consolidate fragmented and dispersed holdings of the cultivators at one place so as to enable them to operate their inputs at the optimum level. In a hilly terrain like that of Himachal Pradesh, the problems of viable cultivation get further compounded by twin problems of (i) tiny holdings and (ii) wide dispersal of holdings. Since consolidation of Holdings, is an important step in the direction of stepping up agricultural production, the consolidation operations were, therefore, first taken in hand in 1954 on an experimental basis in the Pradesh under the provisions of the Himachal Pradesh Consolidation of Holdings, Act, 1953.
