Major drawback is communication. the letter or any information will not reach the receiver anytime. in presence they are helpful, but big error in communicating the information. The department should take a supervision of all records is communicated to researcher or not.
example,
My colleague who works in one of ICMR institute as RA (research associate), her fund was transferred but not communicated as her money. for that, I personally came in presence and asked to the staff, replied as will send you the copy soon (but it was already 5 months over). then i communicated with high authority (staff itself introduced as), then only came to know the letter was stuck in institute which is not communicated. then they allowed me to take a copy and i send email to them. the problem was solved. the same thing if staff was done it will be more appreciable.
Note: try to reach in phone is not easy task here,
Conclusion: Delay is the major thing to address, not delay more delay.
