★ ★ ★ ★ ★ My wife was selling her flat in Kolkata-59 to another resident of Kolkata on 29 October 2021. We live in Bangalore, therefore, had gone to Kolkata for registration. The Kolkata resident had taken loan from SBI for the purchase of the flat. The registration time was fixed between 3:00 pm and 4 pm at the New Town Sub Registrar’s office on 29 October 2021. The bank personnel or representative was supposed to have come to the Registrar’s office by that time with the DD for ₹35 lakhs. Nobody turned up from the bank till 6:00 pm and the registrar was calling the seller and buyer for executing the deed. Finally a person (said to be from SBI and claiming to be the empaneled lawyer) came with the instrument and started demanding all original documents (not the current Sale Deed - which would in any case be obtained later) from the seller, saying he needs to take all of it. We objected since there’s no such rules. The person started saying that it is the “Niyam” of the bank. We objected to the same and the person started misbehaving with us ( both seller and buyer) and refused to hand over the instrument. Instead of verifying the identity of the seller, taking a receipt and handling over the instrument he was forcing us to make various documents and delaying the process.
Later we came to know that the person who brought the instrument was not even associated with the SBI at all. With great difficulty, we managed to get the instrument after 7:00 pm on the same day(29 October 2021).
We do not know the name of the person, but a picture of the person is attached herewith. Hope SBI would take necessary action in this regard.
