★ ★ ★ ★ ★ Typical government facility. Computerization is not just hardware and networking, it should also involves a fundamental change in culture. While the processes are now online, it is not well designed. Best option is to go to one of the locally available facilitators, pay the 500/- in fees and get the document set prepared. Most glaringly, a facility that deals with driving licences has absolutely no parking. A DTC Depot next door can well be a temporary car park by day, but then it involves coordination between two or more government departments. Don't hold your breath. Luckily, if you get there early, it i should be a fairly quick process provided your documents are in order and you have an appointment (online). Somehow they always seem very disappointed if your documents are in order.

★ ★ ★ ★ ★ The stops are cooperative except some staff all other stars are good, they are also helpful. I got my learner licence within 2 hours. There are a lot of people coming on daily basis. At least there should be some kind of helpful posters sothat it can be helpful to new people who are coming to that place for the first time.

Anyway, RTO vasant vihar is now shifted to dwarka sector 10. Dont come to vasant vihar , you'll be wasting your precious time. However, it is still open but your Queries and works will not be resolved. I checked rto dwarka sector 10 , it's available on google map.

★ ★ ★ ★ ★ I visited rto vasant vihar as i have appointment for learner`s license as my Aadhar does not have Delhi address. On my appointment slip it was printed that I have to report to RTO vasant vihar.
When I reached there, they told me that if u don`t have aadhar you have to rush to RTO at mall road which is somewhere near kashmere gate.
I asked them if they have any proper address for that RTO or contact number, they didn`t have any.
As my slot would have ended by the time I have reached there, so I could not go there. Now I will have to book again and visit rto mall road
I asked if the RTO Vasant Vihar has any working contact number in case I need to ask anything. They did not have any contact number of their office.
Update
As told to me at RTO Vasant vihar to go to RTO at Mall road (near vishwavidayala metro station), I visited rto mall road after taking new appointment and there they told me as the fees has been submitted to vasant vihar, you should go to dwarka transport authority (located in dwarka sector-10, 500 m walking distance from dwarka sector 10 metro station) as there is some guard at rto vasant vihar who is misguiding people to go to RTO mall road instead of Dwarka sec-10.
So I have gone to dwarka on same day as you should have the appointment and should reach the rto within the working hours. there they have verified my documents and then i received a link for the test on my registered phone number. So i have option of giving test on my phone ( or one can give on a laptop or through cyber cafe).
On opening that link, first step is face authentication ( you must have working camera) . the test contain two sections - color blindness test and rules test. If you answer them correctly, you will end up getting passed and you will get a link to download learner`s license test. I had only one answer wrong, rest were correct. I finally got my learner`s license.

★ ★ ★ ★ ★ Vasant Vihar RTO is closed due to increase in Covid cases .RTO has been merged with RTO office Dwarka till further notice. So if you have been given an appointment for Vasant Vihar RTO you need to visit Dwarka sector 10 RTO, though do confirm by calling on the helpline number since there is a lot of confusion due to omicron.

★ ★ ★ ★ ★ Vasant Vihar RTO office is near DTC( Delhi Transport corporation) depot. In front help desk available for information and form summit. Inside seating facility available but AC are not working. Staff is helpful, parking facility is not available.

They never address your problem.
They’ll take 300rs as Driving test fee during LL test fees and will never even take your driving test neither they inform what should a person do after getting the LL. Do they need to visit again or not ? Nothing.
